Job Description: Municipal Clerk, Treasurer, and Utilities Administrator

Location: Village of Platte Center
Position: Municipal Clerk, Treasurer, and Utilities Administrator
Employment Type: Part-time

Overview:
The Village of Platte Center is seeking a dedicated and organized Municipal Clerk, Treasurer, and Utilities Administrator to oversee essential administrative, financial, and utility management functions for the village. This multifaceted position requires a commitment to public service, strong communication skills, and proficiency in financial and utility management. This position will operate under the Village Administrator for training purposes for 1-2 years and then will assume control of the position.

Key Responsibilities:

Municipal Clerk Duties:

  • Prepare and maintain official village records, including meeting minutes, ordinances, and resolutions.
  • Serve as the primary point of contact for residents regarding village services and inquiries.
  • Oversee the scheduling and notification of village board meetings and public hearings.
  • Maintain compliance with state and federal regulations regarding public records and open meetings.

Treasurer Duties:

  • Manage the village’s financial operations, including budgeting, accounting, and reporting.
  • Prepare and present financial reports to the village board and stakeholders.
  • Oversee the collection of taxes, fees, and other revenues.
  • Ensure accurate and timely payment of invoices and payroll.
  • Manage investments and cash flow to ensure the financial health of the village.

Utilities Administrator Duties:

  • Oversee the management and operation of village utility services, including water, sewer, and waste management.
  • Ensure compliance with state and federal regulations regarding utility operations.
  • Monitor utility usage and implement efficiency programs to reduce costs and improve service delivery.
  • Serve as the primary contact for utility service inquiries, complaints, and resolutions.

Qualifications:

  • Associates’ degree in public administration, finance or a related field preferred.
  • Previous experience in municipal government, financial management, and utility administration is highly desirable.
  • Knowledge of local government operations, budgeting, financial reporting, and utility regulations.
  • Excellent organizational skills and attention to detail.
  • Proficient in Microsoft Office, QuickBooks and financial/utility management software.
  • Strong interpersonal and communication skills.

Additional Requirements:

  • Must be a resident of Platte Center or willing to relocate.
  • Ability to work flexible hours as needed, including evenings for meetings.

Compensation:

  • Salary commensurate with experience and qualifications.
